Skilled and talented as a leader of his people, Kea'ton is also a no-nonsense statesman who has no patience for the ways of career politicians who line their own pockets and press the elitism of the Inner Worlds over the needs of the people of the Orion Spur, let alone the galaxy. Born in the turbulent years of the Mantu migration from their native region further coreward, Arba’dos was a child when the Kilrathi War raged in the 2600s, and learned first-hand why one could not ignore the needs of a strong defensive and offensive capable force when the Prometheium Machine Empire struck in 2701. While not directly experienced in military matters, Kea’ton considers himself knowledgeable based on the history of the Mantu to know that one does not leash the force willing to help protect the people and treat them like an attack dog. He also feels that despite the infamy of the Covenant's era, the Sangheili are a sovereign nation to be treated as allies, not feared as monsters.

Other Information: Physically, Arba’dos Kea'ton is nothing imposing or impressive, as he stands a diminutive four and a half feet, but his force of personality is not to be underestimated. At just under four hundred years old, Kea'ton is of late middle age for his species, and he has seen far more than many in the galaxy outside his own species and the Chozo themselves. The lessons he has learned have shaped a view of separating police peace keepers from the higher powered military, yet the value of the latter that cannot be disputed. He also sees the stranglehold on political power held by the other founder races, such as the Divolu and the Alphinians, to be an insult to everything he knows the Orion Spur had suffered under their own former masters of the San'shyumm prophets of the Covenant. He tirelessly works and campaigns for expanded power and rights to the member systems of the Federation, particularly those of the Confederation and the humans who spilled more blood than many expected in the course of multiple interstellar wars for not only their own survival, but that of other worlds as well. This position made him unpopular with the elites of the Congressional Assembly, but more than valued and beloved by the outer worlds and the general populace of the Federation for his crusade of the people, a fervor that catapulted him into the Chair once the years following the Kromus War's end brought a return of elections and the trials for negligent apathy and evidence of sedition that brought former Chairman Vog'l's career to a disgraceful end.
