Phrygisian's, first and foremost, are an alien species found on the moon of Bel-III, known as Phrygis and a subspecies, or perhaps, the progenitor of the Vhozon. Much like the question of the chicken and the egg, not many are aware of the truth. Their planet along with that of the Vhozon's, Vho, resides in the Mi'lorxus Cluster, with most planets and moons recognized for being mostly made up of high temperature climates. Their bodies are incredibly durable and cold-resistant given their home-moon's climate, having the mysterious ability to manipulate and conjure ice. As an added bonus, they have infrared vision, enhanced hearing and have rather sensitive touch which allows them to feel even subtle vibrations. While a majority of untrained Phrygisian can only simply create small or simple constructs, more experienced and/or trained individuals can take it to the extreme, by creating complex constructs or even storms within one to two kilometers, it should however be noted that such a task alone would at the very least internally damage the user, or simply just outright kill them depending on their skill level. Attempts at constructs or weather manipulation on a planetary scale have led only to termination of the user and have even had a mix of success, ranging from a 66% chance of simply nothing happening.
Phrygisian life spans from 200, all the way to 300, the stages of which begin from an egg which should be kept around any entities, objects, or mechanisms which produce heat or the cold depending on the environment's climate. Before they had developed a means to manage temperature, at the very least in incubation, the death rate of Phrygisian eggs 55%, and the death rate of infants being that of 30% due to environmental factors such as hostile life found within the ice and snow. However as hermaphrodites Phrygisian couples could produce two children to ensure maximum survival, and in the case of a partner dying, the widow could pair up with another widow or younger companion. As they get older, their abilities become far more pronounced, their armor-like hide becoming much sturdier and their constructs able to last for much longer, endure more damage, and their senses enhanced.
The mentality of a Phrygisian is rather simple. A Phrygisian is far less emotional than that of a human, and drives themself by logic and science, though outliers exist everywhere, of course. Their view of warfare, however, is in a sense ironic. They do not particularly like one-sided wars, for they perceive it as that of a conflict of philosophy and believe that all philosophies in some way, have merit and importance, going so far as to help aid the war of outsiders by sending in their best, only enough to push it to something more even and give the side they aid a fighting chance.
Phrygisian government before what had been called "The Fifth Great War", was similar to that of a Monarchy though at it's very core was centered at the benefit of those beneath it. There have been many kings in the past, but due to the fact any individual who manages to slay a king gains the title most are not in any relation to each other. However, while some have only simply been mediocre at worst, there have been a notable select few who check a "Absolutely terrible" in the mentality of all sentient creatures who bear empathy. Forsaking those deemed inferior, and most notably: Attempted to cull the inferior, and raise the superior. Fortunately such attempts failed though never not at a cost. These attempts would become the Great Wars, where all of Phrygis would be at war, with the three in the middle being all too similar in simply occurring from a King moving through the loopholes placed by the system, except for the first, where such rules did not exist, and he could act in whatever way he pleased. In fact, it would be his bringing of the First Great War that led to the creation of these rules.
For Kings, various rules are in place, too numerous to list them in their entirety. The "main" ones, or the closest to be considered as such, are so: Firstly, a King is to first have a council made up of individuals that the people trust, and this council must have a comparable, if not just as much power as the King, introduced after the First War, along with the fact that a King's position could be taken by any, so long as they could bypass the defenses, but could only truly use the power after a few months. Second, the council must not be made up of individuals with a history of companionship with the King, to ensure they were absolutely unbiased, and uninfluenced, introduced after the Second War. Thirdly, councilmen combined, cannot overthrow or overpower a King, rather can only keep the King in place. Fourth, the elite guard of a King must not exceed thirty in number, any attempts should be viewed with scrutiny. As for the fifth, none were created, as the previous system of governing for their species collapsed afterward with none willing to expand upon or follow out of shame.
Their most recent King, Lordsman Kei'za was considered the most liked and well-received, their first "good" king. For each declaration he made, thousands if not millions cheered as every word carried love and care for the people, never truly an attack on what people loved. He expanded upon and followed the previous rules created, made new rules for security, restrictions on what exactly that security can accomplish before it becomes unreasonable and reprehensible. He pushed for more contact and communication with foreign governments such as the Galactic Federation, or at least, as much as he could as to not contradict his own rules and restrictions. He had even sent a couple of his Elite Guard to aid in the Second Machine War, whom brought some of the veterans to simply visit their world, an act considered in high regard by Phrygisian society, bridging the gaps between the two species and even moving to the line of a borderline friendship. While not perfect, these traits could be set aside for the good he accomplished. He was, however, known to be sterile. He could not produce children. He could, however, adopt the children of his guard, raising them as his own, taking in five children among his thirty guard, one being known by the name: Rundas, the first to be taken in, and the child of the second-greatest Elite Guard.
The turning point leading to the Fifth Great War was from the King discovering latent psychic potential within Rundas who had predicted when he was but 6 years old in human years, that the King would be attacked by an usurper trying to take his throne. Lo and behold, in but an hour he was attacked in his throne room, prepared for the intruder and able to hold them off in an attempt to reason with them only for the guards to arrive and their life to be null. With this information the King realized his species' ability to foresee the future, or at least see into the possibilities to occur. But he also saw them becoming arrogant, believing themselves better than others, that they could see the future and thus were invincible- He believed they were tampering with the natural order, and consequences would be had messing with such powers. He had no publicly shown himself for weeks, until he made a public announcement. That, for the good of the galaxy, for the universe, and for their species, that they be purged, and kindly requesting each and every citizen lay themselves down to let themselves die for the "Greater Good". Naturally, very few followed through as the entire moon went into open revolt against Kei'za's armies and calling upon the Galactic Federation for aid. While their aid was substantial and helped push their victory closer, the Galactic Federation would inevitably call upon the Confederation for assistance with a few Sangheili even coming along to assist. Soon enough; the King was captured, but this would not be the end of the war. A majority of the Elite Guard and a quarter of the military refused to go down, choosing rather to keep fighting until the end, something that soon came.
At the end, the world was ravaged, forever stained by an amount of blood never found in any of the previous wars. All Phrygisians were evacuated, as they looked to their home one last time. Those that remained ensured to be there for the execution, to hear the last words of the Fallen King, yet it would be these words that would haunt them, words that would hold them forever in shame and forsaking their very government and themselves.
The Phrygisians split into Four Factions, the first being the remaining Guard and soldiers, whom returned to the orbit of their world in ships that would sustain them for an unknown amount of time, opting to protect it to the very end, the second being those who allied and affiliated themselves with GalFed and Confed, the third being those who took sanctum within Sangheili airspace, and the fourth being those who took to venturing their own destiny, becoming Pirates, Bounty Hunters, or others.
